What is FEMA (Federal Emergency Management Agency) doing? Why is this agency, purportedly for emergency relief, operating at the highest levels of state secrecy? This must become known. Are we trying to prevent Saddam Hussein from knowing how to properly respond to Hurricane Abdul or night bombing attacks by lame duck presidents? Or, is it the predictable response of an informed American public that would necessitate this secrecy?
Signed into existence by President Carter, FEMA was, by no means, new to the scene. Nixon had built it up as its predecessor, FEPA (Federal Emergency Preparedness Agency). When did your representatives vote on the establishment of these agencies? Never! No, it was not the old "tax and spend" bunch. Not this time. They didn't have a thing to say. A Caesar's decree was all it took. That's just the way it works with Executive Orders. Now you don't see it, now you do. Instant laws and billions spent at a stroke of the royal pen.
How is this so? Well, it seems that the US of A has operated under a declaration of marshal law since the Civil War that we just never quite got around to rescinding. Presidents, over the years, have issued Presidential Executive Orders at will under our quiet state of marshal law. EOs are published in the Federal Register and are then, effectively, the law of the land. But an even more problematic twist has arisen under our executive rulership, known under different administrations as National Security Action Memorandums, National Security Council Memos, National Security Directives, National Security Decision Directives, etc.
Forty six miles west of Washington D.C., drilled into a hard granite mountain, is an installation known as Mount Weather, built by the Federal Civil Defense Administration, now the Federal Preparedness Agency (FPA). In 1975, the director of the FPA, a retired Air Force general, told the Senate Subcommittee on Constitutional Rights, under then Chairman, Senator John Tunney (D), California, "I am not at liberty to describe precisely what is the role and the mission and the capability that we have at Mount Weather or any other precise location." Screw us! Apparently our good senators were not "cleared" to know, as it apparently would not be up to them to rule in the event that the use of such billion dollar facilities was needed. The evidence from the committee's investigation impelled the chairman to allege that Mount Weather contained "the best computer in the world" which held, at that time, "dossiers on at least 100,000 Americans."
Mount Weather was, as of 1975, the control center for over ninety six underground Federal Relocation Centers in the US. Most of these, spread along from Pennsylvania to North Carolina. Recent researches, however, show that under FEMA these past twelve or more years, the underground web has spread out with an extreme increase of activity in the western states. A complete parallel "government in waiting," consisting only of those with the necessary security clearances, lurks beneath the peaceful surface of our federal lands. The only possible cleared people these could be, to my surmise, are the unelected, but obviously all powerful, Military, Industrial, Security Complex (MISC). The MISC is not controlled by government. It is not strictly private. They are just a consortium of well connected, wealthy, extremely influential, eminently powerful, and even a few foreign or "international" "good old boys." They are usually connected with the military, intelligence, defense industry, financial, or any combination of these affiliations.
Again, as of 1975, Mount Weather housed parallel apparatus for nine federal departments: Departments of Agriculture, Commerce, HEW, HUD, Interior, Labor, State, Transportation, and the Treasury. These, plus five federal agencies: Federal Communications Commission, Selective Service, Federal Power Commission, Civil Service Commission, And Veterans Administration. Now, add at least two private corporations: The Federal Reserve and the U.S. Post Office. As was said in Butch Cassidy and the Sundance Kid, speaking of their relentless pursuers, "who are those guys?"
The 1975 hearings revealed the underground computers contained databases containing files on, "military installations, government facilities, communications, transportation, energy and power, agriculture, manufacturing, wholesale and retail services, manpower, financial, medical and educational institutions, sanitary facilities, population, housing and shelter, and stockpiles." In light of this list of files, we will review some of the Presidential Executive Orders currently in effect including the "state of emergency" declared but never rescinded under Nixon.
President Kennedy's EO 11051 stated, "Whereas, our national preparedness must be achieved.....as may be required to deal with increases in international tension with limited war, or with general war including attack upon the United States..." Superseding this order was Nixon's EO 11490 which stated, "Whereas, our national security is dependent upon our ability to assure continuity of government, at every level, in any national emergency type situation that might conceivably confront the nation..." (my emphasis) The elimination, in this language, of the focus on external threat (war, as the NSC had made sure Kennedy believed), and conversely, this focusing upon the relations of the domestic populace, should constitute our initial wake up call. Ask yourself, what do the following Executive Orders clearly mean?
EO 10990; provides for the takeover of all modes of transportation, control of highways, seaports etc.EO 10995; provides for the takeover of the communications media.
EO 10997; provides for the takeover of all electric, power, petroleum, gas, fuels, and minerals.
EO 10998; provides for the takeover of food resources and farms.
EO 11000; provides for mobilization of all civilians into work brigades under the government's supervision.
EO 11001; provides for government takeover of all health, education, and welfare functions.
EO 11002; designates the Postmaster General to operate a national registration of all persons.
EO 11003; provides for the government to takeover all airports and aircraft.
EO 11004; provides for the Housing and Finance Authority to relocate communities, designate areas to be abandoned, and establish new locations for populations.
EO 11005; provides for the government to take over railroads, inland waterways, and public storage facilities.
On August 1st, 1973, Nixon signed EO 11613 declaring a state of emergency which, also, has not been terminated. Do you feel like taking a little nap? Do you know what will greet you, if and when you wake up?
President Carter's EO 12148 created FEMA, not from the ashes of FEPA and FPA, but upon the broad foundation of secret structures which are the very essence of the Military, Industrial, Security Complex itself. Carter's order called for FEMA to "interface with the Department of Defense..." FEMA's tentacles reach into all sectors where its cleared individuals lurk, suckling off of their "black budgets," ready at a moment's notice to insure control, whenever and wherever some someone decides it's an "emergency."
Among the so called, private sector companies with the necessary clearances and possible parallel government ties are the multitude of companies on the roll of businesses we call the "CIA proprietary companies." These include the likes of TRW, who maintains a tracking database on all of our money transfers, our credit ratings, and operates a network of spy satellites for the NSA, CIA, DIA, ONI, DOD, DEA, FBI, NASA etc. and coordinates top secret and above communications traffic for this particular acronymous horde. Throughout the years, various of the, so called, CIA airlines in the stripe of Air America, Civil Air Transport, Arrow Air, and Evergreen Airlines, have come and gone, changing names but not their common pool of security cleared personnel.
All over the map, we find the greasy little prints of a company that is incestuously related to a wide spectrum of the MISC, a private security company you will find in the fine print of most cities' Yellow Pages under Security, the Wackenhut Corp. Started by a retired FBI agent in 1954, Wackenhut, a private detective agency, among other things, contracts for security technology and private security guards throughout the nuclear industry, defense industry, domestic airports, strategic petroleum reserves, and around the world at US Embassies including Greece, Chile, and El Salvador.
As early as 1965, Wackenhut claimed to have files on as many as 2,500,000 people. Wackenhut also acquired the files of Carl Barslag, formerly with the Office of Naval Intelligence and an alumnus of the House Un-American Activities Committee staff. Their own in house periodical, The Wackenhut Security Review, in the 'sixties, proclaimed the peace, anti nuclear, and civil rights movements' people as "subversives." Currently, Wackenhut's contracts with the federal government total over $600,000,000. Wackenhut does extensive business with other major government contractors such as Westinghouse. The possibly dead ex-director of the CIA, William Casey, was once the "external legal council" for Wackenhut.
These parasitic patriots of control, acting as the citizens of their own sovereign bureaucracies, are up to something. The American public and their representatives had better learn what meaning is behind words like GARDEN PLOT, CABLE SPLICER, and REX-84. It may soon become evident that the greatest legacy of the Reagan, Bush era is a black uniformed, federal secret police force. They are already here, enforcing control from their secret bases on federal lands. They are, and have been, building on these lands, para-military command bases of operations. FEMA has at an accelerated rate over twelve years, built a network of highly classified control centers and developed liaisons across the lines of all levels of government, business, and industry.
Over the past dozen years, numerous and recently escalating numbers of reported sightings of unmarked "black helicopters" operating mostly on and around federal lands such as those of the Forest Service, the BLM, and the military. But, it is becoming obvious that they operate any damn "where" they please! In all black helmets and uniforms bearing no insignia, armed men are seen with the black helicopters in ground sightings. Brandishing automatic weapons they have stood off local law enforcement personnel trying to investigate their purpose and presence. This happened near Watsonville, Santa Cruz Co., California, when they were approached by County Sheriff's deputies.
Sources say that these storm troopers, choppers, and the sites they frequent, are in fact, FEMA. I guess they are trying to head off the tornados, hurricanes, and earthquakes at the pass by a show of armed force. It's good to know we are so well protected from disasters. They're Johnny-on-the-spot long before it is a spot! The largest concentration of sightings of the black helicopters is in Colorado followed by Texas. Sightings occur in all of the western states and some eastern states. Most cases in the East are near the Chesapeake Bay. I suspect that security cleared (mostly ex-military) personnel are posted in non-secret jobs at the US Bureau of Land Management (BLM), the USDA/Forest Service (among other) jurisdictions having secret FEMA sites. Near Napa, California on federal land are newly built fences eight feet high and extending down to four feet underground, supposedly to protect wildlife (update, Jan.'94, a multi-antennaed bunker has now appeared within this fence).
FEMA is, and has been, under no congressional oversight. They answer only to the National Security Council, and, I suppose, what the NSC chooses to tell the President is up to them. An example of FEMA's power, was revealed in 1982 accounts by Pentagon sources. In the event of a "state of emergency," Fort Lewis in Washington, The Presidio of San Francisco, and the entire Sixth Army will come under the control of FEMA. Would the Defense Department's movers and shakers play this game if it meant they were to lose power? Someone is undoubtedly consolidating their power.
The chief of FEMA's Civil Security Division stated at a conference in 1983, "FEMA's role is a new frontier in the protection of individual and government leaders from assassination, and of civil and military installations from sabotage, and/or attack, as well as prevention of dissident groups from gaining access to US opinion or a global audience in times of crisis. Executive Order 11051; "specifies the Office of Emergency Planning and gives it authority to put all executive orders into effect in times of increased international tensions, and economic or financial crisis...also authorizes the Department of Justice to enforce the plans set in the executive orders to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise the President." (emphasis added) You're feeling safer all the time, right?
I think we should create an oversight committee, using all the freshman members of the Congress, both the Senate and the House, to 1; enact law to discover and terminate all states of emergency currently in operation. 2; Thoroughly investigate all liaisons between FEMA and all national, state, and local governmental entities. 3; Thoroughly investigate all liaisons between FEMA and any private sector business or industry, be they financial, manufacturing, sales, or services. 4; Identify and track all "security cleared" individuals within or without any of these entities, private or governmental, specifically involved with any secret activities of FEPA, FPA, or FEMA, or its contractors in national emergency related activities. And, I think we had better do this as soon as possible. Sleep tight, brothers and sisters, while you still can. I hope you all wake up activist tomorrow.
